i cannot log on with my fingerprint login or with my backup passcode

[AC Question]

my phone battery ran out and i recharged it and since then i cannot log on either with my fingerprint or with my backup passcode. i can still recieve calls, and messages and my alarm works. I just cant open it up to use it. when i try to log on it tells me to wait anywhere from 5 to 60 min. Ive tried several times and ive even turned it off and back on. What can i do about this
