I can't deactivate a Device Administrator for GO Battery saver

I've tried everything I could think off. What do I need to do if I can't DEACTIVATE A DEVICE ADMINISTRATOR , so I can install this pretty much crap app.

On my phone its Settings, Lock screen and security, other security settings, Phone Administrators. I would assume you're trying to uninstall the app.

Yes trying to install. I go to the device administrator and click the app to deactivate it and the settings just crash
