I can't do anything on my phone - Unfortunately, "any app" has stopped working

[Android Central Question]

I am using a lenovo tab 2 a7-30 hc which is 4.4.4 .I couldnt use it for 2-3 days.When i use it it pops up with the message "unfortunately.com.google.gapps..(something like that) has stopped" .Whatever i try to use it stops.Even playstore, settings instagram etc...I tried formating it .Even though it showed format completed in the recovery mode, everything even my wallpaper hasn't changed. If i try deleting apps ,after a bootup it just reappears.. I tried to flash my stock ROM but the flash can't be completed as my usb debbuging is turned off.I turned on usb debugging but after 3 seconds it turns off automatically..I Don't know what to do..Plz reply
