I turned off split threads but it still sends individually

Are you using the stock messaging app? If so, is your mobile data turned on? Group texts are sent as MMS, which requires mobile data.

Which phone?
Which version of android?
Which carrier?
Which SMS app?

Check the settings in the SMS app. There should be options that talk about "chat" vs "bulk" or similar phrasing.
