I cant update google play services for some reason

My device is a Samsung Galaxy tab 3 7.0, yesterday I updated the YouTube app and it said I needed to update Google play services, then tried that and it said "authentication is required. You need to log into your Google account" so I logged into my Google account and that did absolutely nothing it still says the same thing, my Google plus app isn't working either along with a few other apps. WHAT DO I DO???!!??

Welcome to Android Central! Google Play Services should update on its own, without you having to do anything. How did you try to update it?

Try going to Settings>Accounts, select your Google account, and remove it. Then add it back again, and see if the problem persists.

i disabled my google play services and now i can't download anything. What do I do.
