Actually the updates are coming from HTC and Samsung according to The Verge.
Is it because they still use HTC and Samsung kernel?

Yeah. Also the reason AOSP won't have the One and S4 Roms. Scares me a bit. I've been staring at my checkout with a GPe One in it for the last 2 days. I just can't seem to pull the trigger.
Well I have a Nexus 4 and feel there should only be one phone like this.
I would like LTE if it was just as cheap as HSDPA 42 and had more coverage.

The reason I'm getting the HTC One from Google is so I can have my Nexus 4 experience with 4G. Plus I actually love the design of the HTC One! My only complaint (at least until I get it) is the price.
I specifically avoided including the One for that reason - it lacks Micro SD support - thus cited only Galaxy S4 & Xperia Z. Micro SD capable phones are not new technology arriving only in 2013, so I am unsure as to why you are pointing to release dates. Indeed, for whatever reason, Google seems reluctant to offer Micro SD in the official Nexus line.
