i dropped my phone in a bowl of cereal and it charges when its off only can it be fix

I can't get it to charge while on, I put it in rice and , the little white stickers are still white from both battery and phone, is it worth fixing ? can it be fixed or no?

So the phones moisture sensors did not trip, but the phone wont charge while on? Does it Charge while off?
