I get screen message asking whether to allow/deny location info, but when I tap nothing happens

I have an issue where apps or websites generate the pop-up message:
"www.site.com" wants to use your device's location. Allow Block"

Problem is I cannot select either option. I tap, hold, double-tap, -all manner of trying to select one or the other, but it's like the Allow Block links/buttons are just text and have no function at all. In order to clear it, I hit the back button on my phone.

It only seems to be location requests that this happens on

Android version: 8.1.0
 
Try clearing data, cache ,force stop that browser, by the way which do you use ?
 
Welcome to Android Central! Do you use any screen-dimming apps? Apps like those cause a screen overlay that can sometimes affect onscreen buttons. If you have one, try turning it off or uninstalling it.
 
I tried clearing data, cache, and forced stop, but it still does it. I also get these errors on the prompt on whether I want to allow notifications or not.

I am using Chrome.

Try going into settings of chrome and erase website you visited , history, notification anything else you can

I checked this and did have a few apps allowed to draw over other apps. I set all to "no", restarted the phone, and the problem is still there
