I have a S4 samsung, i cannot get multi window arrow on side...

I have a S4 samsung, i cannot get multi window arrow on side of screen to show, of course i can get multi window to pop up when holding down back arrow, however i cannot get bar to move to either left or fight side of home screen, anyone else having this problem? the little bubble with arrow is gone?
