It is extremely difficult to help you diagnose the issue without at least knowing what carrier you are on, or what you are seeing. The title states "no data connection" but the post says that you cannot make a phone call. These are two different things. It sounds like the phone has not been provisioned, or possibly has some incorrect settings. I would recommend calling your service carrier on this.
