You need to find the app that is acting as the ad server, which you were probably tricked into installing, and uninstall it.

To get rid of ads on your phone, I highly recommend you download the following apps; [app not on Google Play Store removed by moderator], and look up a tutorial on YouTube that will help block ads from your phone. I haven't seen an ad on my phone since. I also recommend using Firefox for browsing the internet since you can use the Ad Blocker extension. Hope this helps some.
