Looks like the majority of the service providers are GSM. You need to go to one of the providers there and ask them if the P2XL will work on their antennas. I've attached a picture of the frequency spec sheet for the phone from the Google website.

You can probably manage to buy a Pixel 2 XL, but do you really want to do that? The Pixel phones only have a warranty and official support in countries where they have been launched.

You would be spending a lot of money only to end up with a phone that has no warranty. If anything should go wrong, something that would normally be covered by warranty, you would be out of luck. That's a huge risk to take.

As happy as I am with my Pixel 2 XL, I would never have purchased it without a warranty.

Mauritania appears to have only 3G Band 3, which the Pixel doesn't have, so it's limited to voice and text.
