I lost my mobile a month back. I could get the exact location where it was at that time. But it was immediately switched off again. Police told me that not to try again with find my device app, since message is going to be displayed on the stolen mobile. Why message is displayed on the stolen phone?

Welcome to the forums. There will be a notification, saying the device location had been found. It's a system notification that I don't think can be hidden.

Depends. If you have your lock screen set up for any kind of pin or password, and notifications aren't shown, then they won't know.
