I might have disabled google play services?

So I have a connection timeout issue with the play store and I figured this could be a reason behind it. I suspect I might have stopped Google play services in the settings because the option is now greyed out. What do you think? Or is this how it should be?

Mine is the same as in your screenshot.
Also, the connection timeout message, which I sometimes also receive, is nothing to worry about so far as I'm aware.
