I need to mirror the video from a Samsung Note 8 to a video projection system.

Will a Samsung Note 8 mirror to a Google Chromecast device?
Can I use a USB C to HDMI adapter to connect to the projector?
 
Yup to both. You'll need the Home app to mirror to a Chromecast, but it works. The Note 8 also supports video-out through USB-C so you're good (and with better quality/sync than wireless mirroring) that way too.

Just remember, for Chromecast to work, BOTH devices need to be in the same WiFi network or router. There is no Wi-Fi Direct option for Chromecast.
 
It'll also mirror to Miracast and most smart TVs that are WiFi capable. I carry a Microsoft Wireless Display Adapter whenever I travel.

The same applies that SpookDroid said. You must be on the same WiFi network.

Not necessarily for Miracast. The protocol does allow for WiFi-Direct connections (just as mirroring does), so if the TV or dongle supports it (which the Chromecast doesn't), you can connect directly without a router. But things that don't support that (like Roku or some TVs, too), then yeah, a router in the middle is required to put all devices in the same network.
