To answer the Chrome sync issue:
From your desktop computer, hit the hamburger menu icon (far right of the bookmarks bar.) Hit settings. Make sure that you are signed in (first setting) with your Google account that you use on the phone. Click on "Advanced sync settings" and make sure that bookmarks sync is set. It's probably a good idea to sync everything.
On the phone, open the Chrome browser. Tap the menu control top right, settings. Make sure that you are signed in to Chrome.
That should start syncing bookmarks. When you tap the menu control again, there should be a bookmarks, and from there you can select desktop bookmarks. Or, if you choose recent tabs, it should show you the tabs that you have open in all computers and mobile devices that are syncing using your Google account.
I should note that I used to use xmarks sync but they always got messed up somehow, so now I just use Chrome and sync bookmarks that way.
