I try to buy some gems in Clash of Clan with a paypal, but it say is high risk

No matter what app i use of my games, when i try to pay with my paypal or even a google play card, there is this message of high risk

I would contact the developer if you're concerned. I am not sure what is causing a message about "high risk".
