Android Central Question

I have a galaxy s7 and I have the track I want downloaded in google play music

If you downloaded it through the Play app, that won't work (those offline files are encrypted). You need to either use an app that does it for you (convert a track into a ringtone) OR go to a PC (or use desktop mode on your phone's browser), download the track in MP3 format, and place that into the Ringtones folder.

Or download it to your phone as a plain music file, and put the track (as an mp3 file, I hope) into the Ringtones folder (case counts).

The tricky thing there is that Google Play Music won't let you download a track as a plain music file. That's why, as SpookDroid mentioned, you have to download it on your PC from your Google Play Music cloud library website, then copy that file to the phone's /Ringtones folder.
