ICE ? how?

How do I assign a contact as an ICE (In Case of Emergency) number?
I read another thread about this, but that didn't apply to the Nexus 4.

Just make a contact and call it ICE. My ICE is my wife's #. On the home page set up a If Found message, email my address or call ICE # under Owner Info on lock screen.. Set up ICE # on home screen under settings, lock screen, personal message

I see no such setting in stock KitKat 4.4.2.

Did you mean Settings -> Security -> Owner Info?
