Ok I am looking at my Nexus that I finally activated and in the Wifi and signal icons there appears to be a black arrow or something ..... anyone know what those mean??

That means that its sending over data. For example when you're loading up a web page, the arrows will appear to show that data is being sent over.

When you first log into your Google account it syncs your contacts and some settings, and starts downloading apps. When all that's done, they won't be on constantly unless you're using a lot of data. In other words: totally normal.
