Icons in galaxy s8+

Is it possible to change the icons using a 3rd party icon app?
I love the Belle UI icon pack but I'm unable to use them in touchwiz. Is there a workaround which I don't know about?

Unfortunately Touchwiz doesn't support custom icon packs that don't come from their Theme store. There are apps on the Play store that allow you to change the icons on the homescreen, but the app drawer will remain unchanged as these apps don't have access to those (at least not without root).

Only way to change system-wide (except for lockscreen shortcuts) is to use a 3rd party launcher that supports icon packs, like Nova.
