iContact Power Bank chargers everything but my S4

I bought an iContact power bank to charge my Samsung Galaxy s4 at work but it does nothing when I plug it in. If i plug it into my Samsung Galaxy Tab 3 it chargers and it also works on Apple products. I tried using the Samsung USB Cord and that does not work either. Does the S4 need certain chargers for it to work? If so can someone tell me a Power Bank that they know actually works on the s4. Thank you!
