I think that is what they are using on the lock screen. It looks very similar.

Yeah I think that's it but since ics disabled the live wallpapers on the lock screen I can't figure out how they have it on there

Nothing saying it isnt a mix of WidgetLocker and that wallpaper. WidgetLocker Lock Screen has ICS settings.
