i was given a locked galaxy s5 to use it can I put a new sim card in it

Locked in what way? If the screen is locked, it's possible you could, and do a factory reset (in hopes that the "killswitch" isn't active). If it was wiped and is carrier-locked, you need to put in a SIM from that carrier or contact them to get the unlock code.
