Incoming Calls on Vibrate

I have my phone set to (checked) as phone vibrate in sound and display.

But, my phone still rings on incoming calls.

How do I fix this?

That option is to have the phone vibrate and ring so if you want it to vibrate only turn down your ringer volume.
