Does anyone have experience with insignia chargers? Are they safe?

They are safe. Usually not flashy and feel cheap(ish), but not bad, and definitely safe. As long as it has the right power specs for your device (i.e. QuickCharge compatibility, etc.) it should be good.

It says it supports quick charge. I think it was 12W. The e4 plus came with a 10W. Will that be an issue?

Don't think so, just check which version of QuickCharge is compatible with your phone and which version is supported by the charger.
