Instagram + Vine /SG4 video camera issue?

I have a bug where the video for instagram is pixelated on both sides so for the front and rear camera. I've tried it on my friends s4 and it doesn't seem like he has the issue so I'm worried I have a defect. I bought this phone from an individual off kijiji so yeah. The problem is the same for Vine however rather than being pixelated, the video aspect is stretched so it looks really weird. Help anyone?

Seems like this issue only relates to SG4's that are registered with Wind. My brother got his SG4 a couple of weeks ago with Wind and he has the same exact issue as I and some others have as well. A friend of mine who has the SG4 but is with Fido seems to have no issues with it. I contacted Samsung, couldn't do anything about it. Wind couldn't as well. Both have said they couldn't do anything about 3rd party apps and I guess they're right but it's hard to contact both of these companies with a reply back :-\. Hoping they update the app with a fix regarding this bug.
