Trying to update Chat On which is only 33mb. I have 549mb on internal storage and the Play Store says insufficient space. Why?

Because it's not allowing it to install to your MicroSD card, and it's using the internal memory. It's my understanding that not all apps can be INSTALLED to the MicroSD, so may have to be installed to the internal memory then moved to the SD Card. Here is an article that should help you out.

But then I've had some apps that auto in install part of themselves to SD card if there's not enough room

Chat On and Iron Man 3 aren't one of them I'm guessing

Ya it really depends on the app, this is something Goggle didn't even want but since Samsung in their all mighty wisdom took up half of the 16gb internal memory with the OS and useless apps this is what happens.
 
Try deleting thumbnails from your internal SD Card. Happens to me a lot.
