Insufficient storage? I have 21gb!

I have an Alcatel POP Astro with a 32gb micro sd card set as the default storage. There is currently a little over 21gb of space on that sd card, and yet when I go to download even a small app, I get an error message saying I have insufficient storage. I've cleaned out cache, uninstalled Google Play Store, deleted a ton of videos and apps that were taking up space, used Avast Cleaner I don't know how many times, and nothing works. I'm at a loss.

I just wanted to update Sailor Moon Drops. ;_;

I have a little over 100mb free. I tried to see if I could move anything on my phone's storage to my SD card, but all of my apps and media files are on my SD card. Sailor Moon Drops was on my SD card, too, so I would have thought the update would be downloaded to the SD, too.
 
No, I'm afraid apps have to download to Internal Storage first in order to install. Then a portion of the app can be moved to the SD card, if the device supports that function.

100 MB free is not much, and even though you might be trying to install an app that isn't very big, this may be the system's low storage threshold, which prevents you from installing anything else.
 
Which is odd, come to think of it. I uninstalled a fair few apps, and even uninstalled Sailor Moon Drops in the hopes of reinstalling it with the update already there, and now it won't reinstall. Despite the fact that there was obviously room in the phone for it before, and there should be room for it now since I got rid of an equally-sized app.
 
Unless the updated app turns out to be bigger than the previous version ...
