Internet browser UI scrambled

Anyone seen this before? Just seemed to start happening.

I've just seen something simular but on a different phone. I was under clocking a trinity kernel on my nexus s4g. Every time I tried to under clock it at all that would happen. I don't know what you have tried so????

Rebooting and it went away. Very strange.
