iPhone S question

Found an iPhone S lying next to a road. It powers on but the display looks like a plaid kilt. Would want to make an effort to return it to its owner but the display is wrecked. Did charge it and the phone rang or generated some kind of alarm. Live in Montana and can't take it to Apple. Seeking guidance.

Turn it into the local authorities. They can sort it out.
Or chat with Apple Support and see if they will let you mail it in.
