Is a cheap phone from Africa unlocked for use in South America?

Hello, I apologize if this question is too basic for the forum, but here goes: I bout a cheap Chinese burner phone in Rwanda last year to make local calls. It's a bottom of the line Tecno. I'm off to Colombia soon and wondering if I can bring it along and use it South America with a local SIM card. I gather I need to know if it is locked or unlocked, and I haven't the faintest idea. Any thoughts would be appreciated. The thing cost like $15, so if it's only good for Africa, no biggie. Thanks! TC
