Well, that depends on the problem. Most of them can be fixed with less radical procedures.

No, not the "best way"... sometimes it is the only way, but many times it is a last resort, it all depends on the problem. The key is a factory reset takes you back to a known good state (provided you didn't mess around with root access in the wrong place) when nothing else works, that is often a good point to get to.
