Is it possible to encode program into jpg file

[Android Central Question]

How do I create a program that can be encoded as a jpg/image file, that can then be placed on a tablet or cell phone and when clicked moves a file or mutiple files that are encoded in it, to a specific location located on the device.Is this possible?
