is it possible to have a single icon cover for a folder of icons in pixel 2

I have multiple folders but as you know it is a shrunken version of all the icons. Is it possible to have one icon for the folder with folders within it?

Ex. have multiple phone apps all within a folder. Just want a phone symbol on top. Can it be done
 
Welcome to the forums. I think that's not possible with the stock launcher and you'd need to install a custom one, such as Nova.
 
Even in Nova, you have a choice of homescreen folder shapes, but I've never found a way to change the folder's icon (since it doesn't actually have one). Or to put one folder into another folder (which I'd really like to be able to do). But I'll still use Nova over any stock launcher up to about Nougat. (Then it depends on the manufacturer.)
 
In Nova you can change the folder icon, you just need to change it individually instead of applying an icon pack. I do this all the time. Nested folders are not possible so far.
 
There are a couple of icon packs I played with that did that. I will look through my playstore library for it, since I uninstalled it awhile ago.

On Nova, just long press on a folder, then click the icon image to select an icon for it.
 
Any icon pack will work.

As chanchan05 said, long press the icon -edit - tap the icon image - select icon pack - select icon - confirm - done. This will work for app shortcuts, URL/browser shortcuts or folders.
 
In Nova launcher you can create a folder within a folder in the app drawer and then drag it to the homescreen. This helps you to create a folder within another folder on the homescreen. Then you can edit the icon of the composite folder. Is this what you are looking for ?

P.S Only problem is that if you make changes to the folder-in-folder in the app drawer it will change on the homescreen too.

By the term ' Nested folders' did you mean what I mentioned in my previous post ?
