There is an app called animated clock for the start page that can have a sweep hand which is accurate to about 2 seconds. It has an option to turn off the sweep hand because, unfortunately, it takes a lot of battery power to provide time to the second. You can have time in seconds, I don't know about the status bar, but it will cost you in battery power. The most accurate time is an app that displays time from the gps.
