Welcome to Android Central! I assume you're asking if you can update your Android version on your Galaxy S3 Neo? What version is it currently on? Updates are up to the manufacturer and wireless carrier, so if there are no official over-the-air updates available when you go to Settings>About Phone>System Updates, then you'd have to root the phone and find a custom ROM specifically for that model. You can do a Google search for that. The forums at XDA are often a good resource.
