You disable an app and it shows up all the time for an update when due. To make it go away you have to update and that enables the app again. To disable you have to uninstall the updates and it is back to notifying you it needs an update. Please stop the circle

If it is a system app, or a Google app, the only way to remove those apps is to root the device and then uninstall them. Other than that, all you are uninstalling are updates, not the whole app.

If it is an app that you downloaded from the play store, go through the uninstall process then restart the phone. That should clear all of the residual files if any. Restarts shouldn't be needed, but sometimes it's good to clear the cache and ram of junk and get a fresh start.
 
It's installed bloat. But what is the point of disabling to just go back and forth. Google needs to make play not recognize if disabled
