Is it true that BlueStacks run a lot of hidden programs on PC?

While it's running, there's a lot running that you don't see - like a Java runtime to run the Android programs. ("Android" is just a Java runtime running in Linux, normally.) If you reboot the PC, there shouldn't be anything still running. (I can't try it - with an overclocked Ryzen 7 3800X and SSDs, "slow" is "I can't keep up with the computer".)
