is my android version not good or what?

I have the Samsung galaxy s5 sport with the android version 4.4.2 but I cannot even connect my phone via usb cable to pc or use my phone as hotspot?

Welcome to Android Central! When you connect the phone via USB, do you see a USB notification appear in the phone's status bar? If so, swipe down, tap the notification, and make sure MTP is selected. If nothing shows up, try a different USB cable (since cables can be defective), as well as a different USB port on the computer. You may have to install the driver: Download Center: Download Software, Firmware, Drivers & Manuals | Samsung

Are you trying to use the phone as a wireless hotspot or a USB tethering hotspot? Does your carrier's data plan include hotspot usage? You typically have to pay for this function (or have a plan that includes it).
