Is the User Dictionary App on my Galaxy note 8 vulnerable to hacking, spyware, or monitoring what is written by unauthorized entities? What happens is I Force stop or Disable? Any recommendations?

Welcome to Android Central! This is the stock dictionary app? I've never heard of that being a target. You can always disable it and see if it causes any problems -- if it does, then just reenable it.
