Is my BB Pixel bootloader unlockable if I don't insert the VZ sim?

I have a Best Buy Pixel. Is the bootloader already locked or does the locking happen when the VZ sim is inserted?
I immediately put in my AT&T sim before I powered it on for the first time.

It's already locked. I put a Fi sim in my VZW version before 1st boot and it's locked out of the box..
