Is my Note5 cheating me?

Hi,

Whenever I pull down my system tray, I find Nearby and Device Visibility on for a moment even I keep them off by default. Really for a blink of an eye they seem to on then goes off...

I didn't notice if this was a situation in Marshmallow but no update has fixed in Nougat. It is annoying me. Are they secretly turned on all the time and they pretend off when I peek on them?!
