Is there a critical need for iPadTablet devices to have somewhat like the coolingsystem 4 laptops?

I don't think so. All mobile devices are designed with energy efficiency in mind, because it's impractical to have a tablet with a fan--it adds more bulk, weight, and energy consumption. That's why Chromebooks with ARM-based CPUs are quieter than the ones with Intel-based CPUs.
