Customer Self Service In Store Loyalty Program

I am looking for an app I can leave running on my tablet near the register where customers can walk up, enter there passcode or what have you, enter the number of gallons of water they using from their prepay account, then fill their bottles and leave.

Is there such an app? If not, what should I expect to pay to have such an app developed?
