is there a smartphone app that will work as a volume limiter for a smart tv?

There are sound level meter apps and Tv remote by wifi apps. Is there one that combines the two functions to keep TV sound level. I mean cap blasting ads and music but let me hear soft dialog. If I knew how I would like to do it myself, are there any suitable apps that help create new apps that I could use?

How would it distinguish between the TV and ambient sound? How would it know that you didn't turn the volume down to talk on the phone or to a friend? What if you leave the room and it thinks the volume is low and then blasts the volume to compensate? I think you're looking at more problems than solutions. Good luck thought.

Most smart tvs have a volume leveler to fix the problem you describe. Have you checked the settings on the TV?

i already have an arduino project that I made to do this but it is controlling the sound by infrared. it works well If someone talks or the phone or doorbell rings then the TV sound turns itself down, that's great. After a few moments of quiet it starts to turn up again So reacting to ambient sounds is a benefit not a problem. i also have the unit placed on the table next to the TV.
Like most automatic gain control systems I programmed it to turn down rapidly but recover more slowly to avoid suddenly blasting after a turn down.
The sad news is I can't get it to work with my new Panasonic Viera TV.

I really want to do this using wifi not infrared. Android seems to be the easiest way, can you put me on the right road to doing that please?

By the way sound levelling on the TVs I have looked at really doesn't work well at all, my Android Uno project works really well.
