Is there a text to speech/reader function on the S8, that will read an article to me?

To clarify, I'm less interested in having text messages read to me - I've figured that out. I'm looking for a way to have articles read out loud in the car or elsewhere, when I'm unable to read the text. In the past I've had phones that through a "reader" function, rearranged the text (removing photos and ads) so that the article or story could be read out loud using text to voice conversion. I've googled this question, and so gar the results have been unhelpful - o usually come to a menu option that doesn't exist on my Verizon phone. Any help is appreciated.

The S8 comes loaded with Google text to speech. And along with samsung's version ive tried to set up talk to speech several times. It may even be set up properly but the problem is I don't know how to activate it. I Am brand new to Android and this phone. So on a given article, how do I get the phone to start dictating the text into speech? I can't find that option in the menu. I'm the original OP by the way, I didn't realize I wasn't signed in.
 
Could you direct me as to how I would activate text to speech on a given article? I've done the setup for Google text to speech but I don't know how to apply it to the item I need read.
