Is there a way to disable the Apps button on the Home screen?

[AC Question]

I've Galaxy Tab 4.
I've added 2 users, one of them for is restricted account for my daughter.
I don't want her to access the Internet.
When I sign in under her account, the Apps button at the bottom right hand screen.
if she tap it then she'll be able to access the Internet button.

Is there a way to disable the Apps button or the Internet Button

I believe the Apps icon is baked in. You can't move or delete it.
