Is there a way to flash a Phone/Tablet with an already rooted phone?

The big question I am asking is, if one did not have a PC, but did have a rooted device... could one use said rooted device to flash a separate device that may be locked in Odin mode?

ooh good question, I don't think I've ever came across that option before - did you find out if it's possible?
