Is there a way to "lock" settings on a phone so the can only be deliberately changed?

Phone is Motorola One 5G Ace on Android 11.

As an example, "auto-rotate" screen will get turned on, but not by me. I've also had "do not disturb" get turned on.

Is there something that completely LOCKS all the current settings??

Welcome to Android Central! I'm not sure that's possible. If you often let others handle your phone, then you could try using the Pin Screen option to limit what the other person can do while they have your phone: https://support.google.com/android/answer/9455138?hl=en
